It was a convergence in beliefs between National Rural Support Programmes (NRSP) and Behbud Association of Pakistan (BAP) that led to the establishment of Rawalpindi Vocational Technical and Educational Center (VTEC) in December 2002. BAP’s offered its vacant two-story building located at Sadar, Rawalpindi while NRSP’s with its strong community training portfolio brought together the synergy for building this unique vocational training institute to help build economic empowerment of rural poor through skills enhancement

Up gradation of VTEC Rawalpindi

The building provided by BAP was ideal for its central location and accommodation. The building was renovated repaired and refurbished by NRSP as the basement needed extensive repair caused by the floods of 2001. Major electrical, plumbing work was undertaken while partitions were constructed to accommodate the lecture and class rooms.

Over the last three years NRSP has restructured the building to accommodate a hostel for 125 -130 residential training participants and 6 training halls with the capacity of 25-30 trainees each.

A separate section has been created to accommodate a hostel for women with an attached exclusive training hall allowing greater comfort for resident female trainees. Yet another area has been allocated to a resource centre for trainers and trainees alike. The canteen, kitchen and mess facility can cater up to 25-30 people’s meals.

PORTFOLIO OF VOCATIONAL TRAINING PROGRAMME (VTP)

The portfolio of Vocational Training program consists of 45 different types of training events based upon needs identified by the community activists. PARTNERS IN TRAINING:


The training are conducted in collaboration with certain government and non-government institutes and agencies. Here it is worth mentioning that government institutes posses vast resources, in terms of buildings, hostel, trained teaching staff, library etc. These resources are not present in the private sector on such a large scale. So it was decided by NRSP to collaborate with those institutes which have these facilities. This collaboration serves a dual purpose. First is to impart quality training to the people of rural areas and secondly to make use of the available government resources which previously were under utilized.

Vocational, Technical and Education Center is also extending its support to other development agencies in skills enhancement of their community members.

 
 
METHODOLOGY:


The selection criterion for prospective trainee is that the trainee puts his/her need for a particular training in the CO meeting. The CO then assesses the need of the trainee. If the need is genuine, a resolution is passes on to the Social Organizer (SO) of NRSP in favor of the prospective trainee. The SO is also asses the eligibility of the candidate. If the SO considers the candidate to deserve, he/she is then nominated for the training.

NRSP enters in to an agreement with the communities named as Terms Of Partnership (TOP). The TOP includes certain responsibilities which both the NRSP and the communities have to undertake. The community is responsible for the selection of the appropriate candidate and to ensure that he/she will effectively utilize the sills learned after the training. NRSP identifies the appropriate training institute both in Public and Private sector and assists them in designing of training modules. In addition, NRSP manages to arrange for the boarding and lodging of the trainees. Apart from this the TOP includes an agreement which outlines that a certain portion of the tuition fee will be borne by the community.
 

 
 
DEVELOPMENT OF ENTREPRENEURIAL SKILLS:

 

THE BUSINESS MANAGEMENT SKILLS TRAININGS:
A four day training exercise for development of business skills has been integrated into the course curriculum which serves as an integrated part of the Vocational Technical and Education Center (VTEC). This course is referred to as Business Management Skills Training (BMST).

The Objective of BMST is to guide those participants who are interested in starting and managing business on a small scale at village and local level.

Vocational Training Programme offers equitable opportunity to the women of the rural areas to develop and strengthen their skills through its various training like tailoring, embroidery, computer, paper mashi, candle making etc. The idea is to enable these women to start their business at household and village to level to earn a better livelihood without leaving their homes.

A RAY OF LIGHT FOR DISABLED & SPECIAL PEOPLE:
Disabled and special people constitute that segment of our society, which normally is denied the opportunity to develop its capacities to build a better future for itself. As these people have the equal right to complete in the race of life. Vocational Training Programme has designed various training courses like tailoring, candle making, calligraphy, electronic equipment repair etc to strength their skills, so as to enable them to become active members of the society.

GAINFUL EMPLOYMENT:
After getting trained, trainees normally work with professional as an apprentice to gain considerable experience, after that they either start their own business or are being employed as skilled labor. Some of the people have even attained gainful employment in foreign countries after getting trained through the Vocational Training programme.

A credit is also one of the way for starting work, which the trainees can obtain through the credit programme of NRSP.
