Gender Responsive Budgeting

Introduction

Gender responsive budgeting is a strategic tool to boast gender equality mainstreaming in economic planning and financial management.   It is an approach which assures that the budget reaches out to all the people, men and women and provides opportunity for their participation in the budgeting process and management.   Gender responsive budgeting is based on the analysis of the impact of expenditure and revenue on women and girls as compared to men and boys. Gender budget analysis helps governments and organizations understand the impact of policies, where adjustment can be made, and where resources need to be reallocated to address poverty and gender inequalities.

Designed For

Participants will be equipped with skills and methodologies to facilitate the training on gender responsive budgeting and incorporate it in their project budgets and policies.

Course Content

•  Key gender concepts relating to policy issues around macro -economic policy, planning and budgeting with the aim to understanding of the gender and class nature of the micro economic policy, planning and budgeting processes and management
• The analysis of macro-economic policies, criteria / issues and the poverty and gender implications of these policies in the country/ sub-region
• Gender budget tools, procedures and advocacy strategies for gender responsive and transformative economic planning and budgeting and for monitoring the gender and class nature of macro-economic policy framework and budgeting management in a respective level (government/local).
• To share and exchange experiences and information on innovative budget initiatives in the region such as women’s budgets and gender budget initiatives (both national and locally).

Learning Outcomes

On completion of the course the students are expected to gain the skills required to

• Assist in consensus building on key   concepts and principles as they relate to gender responsive budgeting
• Gender analysis , budget cycle and budget tracking  framework;
• Understanding of practical tools and steps for implementing a gender budget.
• Facilitate how to conduct advocacy and social dialogue on gender issues in policy and budget processes
• Preparation of action plans to advocate for gender responsive budgeting in respective areas of mandate
